Action Requested
Authorize the County Administrator or designee to execute Change Order No. 1 to the GMP Addendum to Agreement No. 18-TA002661JE, Construction Management at Risk Services for Blackstone Park Improvements, with P.J. Hayes, Inc. d/b/a Tandem Construction to add an additional 38 calendar days to the construction schedule with no additional cost incurred.

Background Discussion
Change Order No. 1 to the GMP Addendum to Agreement No. 18-TA002661JE provides for an additional 38 calendar days to the construction schedule. The new completion date will be November 29, 2019, with no additional cost incurred.

Procurement History

At its meeting on June 20, 2017, the Board of County Commissioners executed an Agreement for Construction Management at Risk Services on an as-needed basis with P.J. Hayes, Inc. d/b/a Tandem Construction, Sarasota, Florida, for capital construction projects with an estimated construction value up to two million dollars per project.

On January 17, 2018, Agreement No. 18-TA002661JE Construction Management at Risk Services for Blackstone Park Improvements was executed with P.J. Hayes, Inc. d/b/a Tandem Construction (Construction Manager) at a not to exceed amount of $15,000 for pre-construction services and the development of a GMP and schedule for construction.

At its meeting on November 27, 2018, the Board of County Commissioners executed the GMP Addendum to Agreement No. 18-TA002661JE with P.J. Hayes, Inc. d/b/a Tandem Construction  for a not to exceed amount of $1,993,132 and 272 calendar days for construction.

On October 10, 2019, Administrative Contract Adjustment (ACA) No. 1 was executed providing for an additional 49 calendar days due to weather delays, Florida Power & Light changes, and addition of telecom conduit.

This Change Order No. 1 to the GMP Addendum to Agreement No. 18-TA002661JE provides for an additional 38 calendar days to allow for completion of additional electrical work required to complete the project, which extends the completion date to November 29, 2019.
