Action Requested
Authorize the County Administrator or designee to execute Work Assignment No. 59 to Agreement No. 16-2334CD with Carollo Engineers, Inc. for Construction Phase Services for the Lake Manatee Water Treatment Plant (WTP) Filter Upgrade project in the not-to-exceed amount of $2,459,806.00.

Background Discussion
Work Assignment No. 59 provides $2,434,155.00 for construction and warranty phase services for the Lake Manatee WTP Filter Upgrade Project based on a twenty four month construction schedule, replacing an old Work Assignment No. 27 approved in 2014 that was based on an eighteen month construction schedule.
Construction phase services include a full-time resident project representative and a quarter-time resident engineer for the duration of the twenty-four month construction activities who will be assisting the County with submittal review from the contractor, reviewing requests for information from the contractor, any change order requests, pay requests, and other related activities.

Procurement History

At its meeting on May 6, 2014, the Board of County Commissioners executed Work Assignment No. 27 to Agreement No. 11-1569BG with Carollo Engineers, Inc. for preliminary design, final design, and construction phase services for the Lake Manatee Water Treatment Plant Filter upgrade project in the not to exceed amount of $4,885,785.

On July 30, 2015, Change Order No. 1 to Work Assignment No. 27 was executed to bring future funding current.

At its meeting on July 25, 2017, the Board of County Commissioners executed Change Order No. 2 to Work Assignment No. 27 providing an additional $137,442.00 and adding an additional 672 calendar days for design changes for a revised not to exceed amount of $5,023,227.00

On July 30, 2017, Change Order No. 3 to Work Assignment No. 27 was executed providing for a task assignment classification of "Project Engineer" with no changes to the Work Assignment total.

At its meeting on February 13, 2018, the Board of County Commissioners executed Change Order No. 4 to Work Assignment No. 27 providing an additional $63,951.00 for additional electrical design services for a revised no to exceed amount of $5,087,178.00.

Work Assignment No. 27 included a total amount of $1,582,530.00 for construction and warranty phase services based on an eighteen month construction schedule.

At its meeting on April 23, 2019, the Board of County Commissioners executed Agreement No. 19-TA002970CD for the construction of the Lake Manatee Water Treatment Plant Filter Upgrade based on a construction completion time of 730 calendar days (twenty four months).

Due to substantial delays since the time that Work Assignment No. 27 was approved in 2014, the consultant's hourly rates have increased. Work Assignment No. 27 to Agreement No. 11-1569BG has a balance of $1,376,686.52 that will be disencumbered and applied to Work Assignment No. 59 to Agreement No. 16-2334CD.
 
Work Assignment No. 59 to Agreement No. 16-2334CD replaces the construction and warranty phase services provided for in Work Assignment No. 27 to Agreement No. 11-1569BG, based on current hourly rates and a twenty-four month construction schedule for a total not to exceed amount of $2,459,806.00 that includes the $1,376,686.52 disencumbered from Work Assignment No. 27 and applied to this Work Assignment No. 59.
