Authorization for staff to set a public hearing for December 10, 2019, to consider amending Chapter 2-18 of the Manatee County Code and the authorization to establish Infectious Disease Elimination Program service(s) pursuant to Florida Statute Chapter XXIX Public Health Section 381.0038(4), in partnership with the Florida Department of Health in Manatee County.

The 2019 Florida Legislature passed the Infectious Disease Elimination Act with an effective date of July 1, 2019, authorizing a County Commission to authorize such services outlined in Florida Statute Section 381.0038(4). This bill was unanimously passed in the Senate (40 Y / 0 N) and passed with a majority vote in the House (111 Y / 3 N).
Manatee County is adversely impacted by communicable blood-borne illnesses such as viral hepatitis, HIV, and AIDS largely attributed to intravenous drug use caused by the opioid epidemic for which Manatee County was an epicenter for opioid-related overdoses caused in part by a high number of local Pill Mills. The Board of County Commissioners in Manatee County has been highly involved to correct these adverse outcomes, which includes involvement in the closing of pill mills, opioid-overdose reduction initiatives, expansion of treatment options for opioid and other related substance use disorders. Manatee County was also successful in procuring $1,000,000 to develop Opioid-focused Recovery Peer Coach services during the 2017 Florida legislative session, which was evenly shared with Palm Beach County. That program has been recognized as a local response best practice by the Centers for Disease Control and Prevention (CDC). The purpose of this proposed program is to eliminate the transmission of infectious diseases.
Staff requests a public hearing be set for December 10, 2019, at which time additional requirements for such a program will be presented upon request.
