Execution of a Public Transportation Grant Agreement (PTGA) for Florida Department of Transportation (FDOT) Public Transit Block Grant Program Funding

Action Requested
Adoption of Resolution R-19-159 authorizing the Public Works Director, or designee, to execute the Public Transportation Grant Agreement (PTGA), Financial Project Number 410141-1-84-05, Contract No. G1F39 in the amount of $1,014,043. This PTGA with the Florida Department of Transportation (FDOT) provides Block Grant Program funding for eligible operating assistance expenses, necessary for the provision of public transit services.

Background Discussion
  • The State Public Transit Block Grant Program was established by the Florida Legislature to provide a stable source of annual funding for public transit services; and FDOT Block Grant funding is utilized by Manatee County Government to support Fixed Route/Public Transit operations.
  • Manatee County Government complies with all the program requirements necessary to qualify as a recipient for the annual FDOT allocation of Public Transit Block Grant Program funding. This funding will be used for eligible operating expenses in the current fiscal year (i.e. FY 2019/20).
  • Funding for the State Public Transit Block Grant is a 50/50 cost sharing program with the FDOT. The local share required to meet grant criteria is allocated annually in the Fixed Route/Public Transit operating budget; and this cost center supports the Manatee County Government share of costs.
  • The FDOT programs Public Transit Block Grant funding in their adopted Five-Year Work Program. Each fiscal year, these funds are awarded by FDOT to those public transit providers that are eligible to receive Federal Transit Administration (FTA) Section 5307 (urbanized areas) and 5311 (non-urbanized areas) formula funding.
  • Resolution R-19-159 authorizes the Public Works Director, or designee to execute the PTGA with FDOT, thereby providing State Public Transit Block Grant Program funding for Fixed Route/Public Transit operating expenses. After the PTGA is fully executed, the funding agreement remains in effect through December 31, 2021.
