Ordinance 16-35 Infrastructure Sales Tax Referendum

Background Discussion

Ordinance 16-35 provided for a referendum to be conducted allowing for the collection and distribution of an Infrastructure Sales Tax. The referendum was passed by voters on November 8, 2016, and beginning January 1, 2017, a Half-Cent Discretionary Local Government Infrastructure Sales Surtax is being collected in Manatee County.

Resolution R-18-130, adopted by the Board on August 7, 2018, and Exhibit B of the Resolution, Infrastructure Sales Tax Project and Equipment List, contained a detailed list of the projects to be funded by the Infrastructure Sales Tax and their estimated costs.

Budget amendment B-19-118 provides for the following changes in the Infrastructure Sales Tax as described below:

1. This budget amendment deappropriates $1,500,000 in the Infrastructure Public Safety and Law Enforcement Capital Project fund and returns to the Infrastructure - Transportation Capital Projects fund reserves to reduce the reliance on interfund loans.

Resolution R-19-154 amends resolution R-18-130 to change the Infrastructure Sales Tax Project and Equipment List for changes as described as follows:

1.  The change to the Project and Equipment List that will result from this amendment are memorialized as follows:

A. Items Removed: $1,500,000

911 & Public Safety Technology Upgrades

  • 911 Hardware Replacement & Software Updates

B. Scope/ Title Change

Parks, Environmental Preserves & Boat Ramps

  • Robinson Preserve Improvements - Remove Quantity of Pavilions

This request is for the removal of the quantity from the project name and adjustment of the scope to remove specific quantities of items listed within the original scope.
