Lease of the Winston Tract

Adoption of Resolution R-15-187 requesting a lease of the Winston Tract from the State of Florida, Board of Trustees of the Internal Improvement Trust Fund.
Florida Statute 125
- The State of Florida currently owns a significant unmanaged natural area (Winston Tract) adjacent to Robinson Preserve and Robinson Preserve expansion parcels. It consists of two parcels located just west of the Palma Sola Causeway, directly north of SR64/Manatee Avenue. The waterway connection between the created waters within Robinson Preserve and Palma Sola Bay bisects the Winston Tract.
- Current plans for restoration and habitat creation of the Robinson Expansion parcel require modifications to the channel which passes through the Winston Tract to accommodate increased tidal flows and support habitats in internal waterways. Improving this waterway connection will create ideal conditions for establishment of over 60 acres of additional estuarine habitats within the Robinson Preserve Expansion project area.
- Entering into a lease agreement with the State of Florida, Board of Trustees of the Internal Improvement Trust Fund (TIITF) will allow the County to manage this property and make improvements necessary for beneficial wetland habitat creation that is planned for the Robinson Preserve Expansion Property. The Winston Tract consists almost entirely of mangrove swamp and will therefore have very low per acre management costs. There is a cost of $300 per year associated with the proposed lease, but otherwise there are no foreseeable significant costs associated with entering into the proposed lease agreement.
