Enabling/Regulating Authority
Ordinance # 14-28, Establishment of the Southwest County Improvement District Trust Fund.

Background Discussion
  • The Southwest County Improvement District was established by Ordinance #14-28 on June 3, 2014, for the use of redevelopment activities in the Southwest portion of Manatee County.
  • At a work session in February 2015, the Neighborhood Improvement Program was presented to the Board for review, and the Bayshore Area was selected as a pilot area for the development of the process by which neighborhoods are assessed for potential future redevelopment activities.
  • The Neighborhood Wellness Strategy, an element of the Neighborhood Improvement Program, has been developed by a team of professional staff within various departments using research from many different counties and cities across the country.
  • Using the Bayshore Area as a pilot, the Neighborhood Wellness Strategy sets the stage for the creation of a prescription for redevelopment concepts in the area using both existing resources and considering future resources.
  • The Neighborhood Services Department has piloted this  strategy in the SWTIF Bayshore Area and is able to use the strategy throughout all Manatee County neighborhoods.
  • Staff is in the latter stage of the creation of the Business Improvement Program for the SWTIF.  This program will include urban corridor incentives that can enhance future changes of the Land Development Code and is scheduled for completion by December 31, 2015.
