Action Requested
  • ADOPT Resolution R-17-016.
  • Execution of Lease Agreement and Addendum between the State of Florida, Department of Transportation, and Manatee County.

Background Discussion
  • The North Coquina Boat Ramp Improvements and Parking Lot Expansion is a Capital Improvement Project approved in FY 2017-2021 CIP 303-6005714.
  • The County will reconfigure, expand, and pave the existing parking lot to allow for increased capacity at the ramp and to provide a safer, better-defined, and more efficient circulation at the facility.
  • The right-of-way is owned by the State of Florida, Department of Transportation (FDOT), who has agreed to enter into a lease agreement with Manatee County for this parcel at the North Coquina Boat Ramp.
  • This public purpose lease agreement is for 25 years with one, 25-year renewal option at zero cost for a public recreation area for the safety, use, and enjoyment of the general public.
  • This lease agreement covers approximately 7,369 square feet and is required to construct parking, sidewalks, driveway, post and rope fence improvements on FDOT's right-of-way.
  • FDOT requires the Board of County Commissioners to sign the lease agreement first then provide lease agreement to FDOT for final execution.
  • The resolution is a FDOT requirement if Manatee County is to be eligible for federal funding and is hereby presented to the Board of County Commissioners for execution.
  • The attached memo from the County Attorney's Office outlines the remaining points of disagreement on the lease terms.  It is recommended that the Board, nevertheless, make a business decision to approve and execute the lease agreement.
