  • ADOPT Ordinance 18-23, amending Sections 2-21-121 through 2-21-122 of Article IX of the Manatee County Code of Ordinances, regarding safe, unobstructed access to public buildings.

Background Discussion
  • The Clerk of Circuit Court has received requests from a local religious organization to display a religious symbol on the Historic Courthouse property during the winter holiday season. 
  • While the Clerk has been able to accommodate the request, there is concern that if other organizations have similar requests, multiple displays cannot be accommodated. 
  • Furthermore, the most recent request to display a religious symbol sought to change the location of the display and permission to use electricity from the Historic Courthouse.  The request also sought approval to use open flames as part of the ceremony. 
  • As a result, there is concern regarding the impact of such displays on County-owned property.
  • Ordinance 18-23 would amend Article IX of Chapter 2-21 of the Manatee County Code of Laws.
  • This change will prohibit private individuals and organizations from erecting or attempting to erect private, unattended installations, displays, exhibits, and similar objects at, on, or within public buildings owned or occupied by Manatee County, except for property designated as a park.
