Florida Department of Environmental Protection Grant Agreement for the Development of Trails at Robinson Preserve

Action Requested
Authorization for the Chairman to execute a grant agreement with the Florida Department of Environmental Protection, Recreational Trails Program, in the total amount of $400,000 ($200,000/Federal; $200,000/local match) for the development of a trail system at Robinson Preserve, and adoption of Resolution B-14-054 amending the annual budget for Manatee County, FL, for Fiscal Year 2014.

Background Discussion
Manatee County submitted an application in March 2013 to FDEP under the Recreational Trails Program for a total of $400,000 (Federal-$200,000; local match-$200,000) to construct a trail system at Robinson Preserve-Phase 2.  The system will be a shell trail and a series of bridges over the water features as part of the restoration.

The County received notification of the grant award in January 2014.  Since that time several administrative actions have taken place, including the work plan and deliverables.

As with all grant agreements, there is a maximum amount for the funding agency.  The state has listed a maximum amount of $200,000 with a like amount listed as the County matching funds. In the event that there are overages to the project, the State will not allocate any additional funds and it becomes the County's responsibility to complete the project with County funds. This project is listed in the current approved CIP and the local share has been budgeted.  A budget amendment is attached to appropriate the grant funds. The Parks and Natural Resources Department is aware of all of the documents and Federal Acts referred to in the agreement and will comply with them.

The County Attorney's Office has determined that with the above information, that acceptance of the grant and the execution of the agreement is a business decision of the Board.  Staff recommends that the grant be accepted and the agreement be signed.
