Action Requested
Authorization for the County Administrator, or his designee, to execute Work Assignment #27 pursuant to Agreement 11-1569BG: Utilities Engineer of Record Services with Carollo Engineers, Inc., Sarasota, FL, for Professional Engineering Services to provide Preliminary Design, Final Design, and Construction Phase Services for the Lake Manatee Water Treatment Plant Filter for a total amount of $4,885,785.00.

Background Discussion

The Lake Manatee Water Treatment Plant includes a conventional surface water treatment train comprising coagulation, flocculation, sedimentation, and filtration.  The multi-media filters are at the end of their useful life and need to be refurbished or replaced with another treatment process.

In 2008, the County undertook pilot tests that included evaluation of several treatment alternatives and, based on the results of the treatment and economic evaluations, an ultra filtration system was proposed to retrofit the existing media filters.

In 2010, a peer review of a Basis Of Design Report (BODR) for the ultra filtration was prepared for the County.  The peer review included evaluating the BODR in detail with respect to technical requirements, cost aspects, facility layouts, and project delivery methods. 

Currently Carollo Engineers, Inc., is working with the County to select a hydraulic configuration (submerged or pressure) of the ultra filtration membrane that is best suited for retrofit of the existing facilities.  The scope of work to be provided describes the professional services associated with the preliminary and final design, membrane procurement, membrane supplier bid evaluation/pilot testing, permitting, general contractor selection, bidding, construction, start-up, and the warranty phase.

On November 8, 2011, the County approved the Agreement with Carollo Engineers, Inc., of Sarasota, FL, to provide Utilities Engineer of Record Services.  This Agreement has been extended twice and is effective until  November 13, 2014.  Two (2) additional one-year extensions remain.
