Action Requested

Approval of Federal 2014 Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $115,478 over a maximum four-year time period, as recommended by the Public Safety Coordinating Council.


Adoption of Resolution R-14-073 authorizing the submission and acceptance of the Federal 2014 Edward Byrne Memorial Justice Assistance Grant from the Bureau of Justice Assistance (BJA), designating the Public Safety Coordinating Council (PSCC) as the grant advisory board, authorizing the Chairman, the County Administrator, or the Deputy County Administrator to execute documents regarding grant submission and acceptance, and authorizing the Community Services Department Director or designee to execute documents regarding grant administrative functions.

Background Discussion
  • Notice has been received that Manatee County is eligible for a Federal 2014 Edward Byrne Memorial JAG Grant in the amount of $115,478. 
  • These JAG funds are recurring, although funding amounts may differ each year.  No grant match is required. 
  • Following discussion at its March 19, 2014, meeting, the Public Safety Coordinating Council (PSCC) recommended that Manatee County apply for this Federal JAG grant with funds to be allocated as follows:      

    1. $100,548 for two (2) staff positions within the Manatee County Probation Division. The positions are currently funded with JAG grant funds, which will expire Sept 30, 2014. The requested funding will maintain two (2) Pre-Trial Screeners Probation staff until September 30, 2015. 
    2. $14,930 for Juvenile Services Program, Inc., a non-profit agency, for screening and assessment of juveniles brought to the Juvenile Booking Facility/Assessment Center by law enforcement to determine disposition for further incarceration or release. The requested funding in conjunction to other JAG funding will provide for one additional Intake Screener to deliver program services.
  • Opportunity for public comment regarding this grant was provided during the Public Safety Coordinating Council (PSCC) meeting on March 19, 2014, and through inclusion of this item on the Board’s meeting agenda today. This satisfies a grant requirement to provide an opportunity for public comment before grant submission to BJA.  The grant application submission deadline is June 10, 2014.
  • Required funding agreements between the County and the Juvenile Services Program, Inc., will be submitted after the BJA grant award is received.
