Action Requested


Based upon the staff report, evidence presented, comments made at the public hearing, the action of the Planning Commission, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan, the Manatee County Land Development Code, and Section 380.06, Florida Statutes, subject to the conditions of approval established in the Development Order, and subject to Plan Amendment PA-16-06/Ordinance No. 17-01 becoming effective, I move to  APPROVE DRI #27 and ADOPT Manatee County Ordinance No. 17-16, as recommended by the Planning Commission.

Background Discussion

• Darenda Marvin, AICP, with Grimes, Goebel, et al, agent for the property owner, is requesting approval of revisions to the Development Order and Map H for the Lakewood Centre Development of Regional Impact (DRI#27/Ordinance No. 17-16).  The revisions include:

• Introducing light industrial as an allowable land use;
• Providing 250,000 square feet of light industrial entitlements and the reduction of 100,000 square feet of commercial/retail entitlements;
• Update the Phasing and Build-Out dates to reflect previously granted legislative extensions; and
• Update the conditions to reflect compliance with requirements contained therein.

• The Development Order and Map H amendment site is part of the Lakewood Centre DRI and is located north of SR 70 East, south of Rangeland Boulevard, east of Lakewood Ranch Boulevard, and west of West Eagle Boulevard.

• The Lakewood Centre DRI was originally approved in 2008.  Associated with this Development Order/Map H revision, there is an amendment to the future land use category (PA16-06/Ordinance No. 17-14) from ROR (Retail/Office/Residential) to MU (Mixed Use).  This amendment request represents an opportunity to provide additional employment opportunities for regional residents in the areas of industrial, research and development, manufacturing and distribution.
• Roadway networks, utilities and other services exist in the area.

• No native habitat or endangered species are within the project site.

• Staff recommends approval.

• On April 13, 2017, by a vote of 6 - 0, the Planning Commission recommended approval. Mr. Rutledge was absent.

• A summary of the public comments heard at the April 13, 2017 Planning Commission public hearing are in the staff report attached to this memo.
