Action Requested

Based upon the staff report, evidence presented, comments made at the Public Hearing, the action of the Planning Commission, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan, the Manatee County Land Development Code, and Section 380.06, Florida Statutes, subject to the conditions of approval established in the Development Order, I move to APPROVE Ordinance No. 17-05, as recommended by the Planning Commission.

Background Discussion

• Darenda Marvin, AICP, Grimes, Goebel, Grimes, Hawkins, Gladfelter & Galvano, P.L., Inc., agent for the owner, is seeking to amend the Cypress Banks DRI Development Order and Map H to reflect the following changes:
? To reflect previously granted legislative extensions.
? To provide a reduction in residential and commercial entitlements, and transfer such entitlements to the adjacent University Lakes DRI.
? To allow for biennial monitoring.
? To make necessary amendments to the Development Order and Map H to reflect the requested changes.

• The Cypress Banks DRI is south of State Road 70, east of I-75, and north of the adjacent University Lakes DRI.

• The present zoning is PDMU (Planned Development Mixed Use).

• The total project size is ± 4,055.7 acres.    

• The Applicant has simultaneously submitted an application to amend the Cypress Banks Zoning Ordinance, as well as the University Lakes DRI Development Order and the University Lakes Zoning Ordinance in conjunction with this request.

• Staff is recommending APPROVAL.

• On April 13, 2017, by a vote of 6 – 0, the Planning Commission recommended approval. Mr. Rutledge was absent.
