Interlocal Agreement for a Brownfields Assessment Coalition Grant

Action Requested
Authorize the Chairman to execute an interlocal agreement for the EPA Brownfields Assessment Coalition Grant with Sarasota/Manatee Metropolitan Planning Organization (MPO), the Cities of Palmetto and Bradenton, and Manatee County, with Manatee County serving as the Lead Coalition Partner and remaining entities being known as "Coalition Partners."

Background Discussion
EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. 

Brownfield assessments are expected to promote the cleanup of properties, leverage funds for public and private development, rejuvenate the economy, and improve quality of life. 

The purpose of the Agreement is to document the roles and responsibilities of the entities involved in the Manatee Brownfields Coalition to carry out the activities outlined in the Environmental Protection Agency (EPA) Cooperative Agreement No. BF-00D32615-0. 

On June 16, 2015, the Manatee County Board of County Commissioners adopted Resolution R-15-101, authorizing the submission and acceptance of a FY15 Brownfields grant in the amount of $500,000 from the United States Department of Environmental Protection (EPA). EPA issued a Notice of Award dated August 31, 2015, selecting the Manatee County Brownfields Coalition for a 3-year Assessment Coalition Grant. 

The grant allocates $300,000 for hazardous substances and $200,000 for petroleum incorporating extensive public outreach & community involvement with area residents, businesses, and other community stakeholders. 

Eligible project sites must be located in Unincorporated Manatee County, the City of Bradenton, or the City of Palmetto. Funded activities may include inventory preparation, site selection criteria development, permitting activities, site access agreements, assessments, planning (including cleanup planning) relating to brownfield sites, outreach materials and implementation, and other eligible activities. 

 Manatee County is responsible to EPA for management of the Cooperative Agreement and compliance with the statutes, regulations, and terms and conditions of the grant award. 

The Agreement was executed by the MPO on April 27, 2016, by the City of Palmetto on April, 4, 2016, and by the City of Bradenton on April 28, 2016, respectively.
