Action Requested

Award IFB 16-1035CD: Canal Road Water Main Replacement to the lowest, responsive, and responsible bidder, Spectrum Underground, Inc., Sarasota, FL, for a total of $2,127,355.45 with 270 calendar days for completion.

Authorize the County Administrator, or his designee, to execute the Agreement and accept and date the Performance and Payment Bonds.

Background Discussion

This project consists of furnishing all labor, materials, equipment, and incidentals required for the replacement and abandonment of an existing 16 inch PVC water main with a new 16 inch ductile iron pipe (DIP) water main on Canal Road between Mendoza Road and US41 in Manatee County. The Work will take place within Manatee County and FDOT right-of-way, and shall consist of but not be limited to:

  • the existing water main shall be grouted and abandoned in place;
  • new water main will include approximately 6,065 linear feet of 16 inch DIP water main by open cut;
  • approximately 930 linear feet of 18 inch high density polyethylene (HDPE) water main by horizontal directional drill;
  • approximately 170 linear feet of 16 inch DIP carrier pipe in a 30 inch steel casing by jack and bore;
  • new water service connections to include relocation of existing residential water meters from private property to the road right-of-way;
  • removal and disposal of unsuitable rock material;
  • and other appurtenances as required by the specifications and plans.

As a result of formal, competitive sealed bid procedures from  March 11, 2016, to April 18, 2016, a total of two (2) bidders submitted a sealed bid for consideration. Staff contacted potential bidders who attended the pre-bid informational conference to inquire why they chose not to submit a bid and were informed that their schedules would not permit them to perform the work. Please refer to the attached bid tabulation for the breakdown of the bids received.

On April 28, 2016, a memorandum was received from Public Works Department recommending award to Spectrum Underground, Inc., Sarasota, FL, for a total bid amount of $2,127,355.45 with a 270 calendar day completion time.
