Authorization for the purchase of four (4) low floor, clean diesel buses from Gillig, LLC, utilizing the Central Florida Regional Transportation Authority Consortium (LYNX) agreement in the amount of $432,254.00 each for a total amount of $1,729,016.00.

Background Discussion

The Public Works Department, Transit Division, has expanded its services in 2015, and will expand again in 2016 requiring the purchase of four (4) additional low floor, clean diesel buses to fulfill the vehicular requirements of these expanded services.

The purchase of these additional buses is made pursuant to the executed Agreement between the Central Florida Regional Transportation Authority d/b/a LYNX and Gillig, LLC.

LYNX is the lead agency responsible for contracting for heavy duty transit coaches on behalf of LYNX and many other jurisdictions (known as consortium members), including Manatee County. The contract was entered into pursuant to competitive procurement process (I3-R06) and fully complies with FTA requirements.

Consortium members are authorized to issue purchase orders in accordance with the terms and conditions of the Agreement which is effective December 12, 2013, through and including December 11, 2018.

The four (4) buses being ordered will be funded through a combination of grant funds and accounts:

  • $864,508.00 from FY13 Grant Funded Account FTA Section 5307 Capital FL90-x790-00
  • $864,508.00 from FY14 Grant Funded Account FTA Section 5307 Capital FL90-x808-00

Delivery of the four (4) additional buses will be made approximately 14 months post issuance of a Manatee County purchase order, and will be shipped directly from the manufacturer, Gillig Corp., Hayward, CA. There are no authorized distributors of these buses in Florida or elsewhere.
