Based upon the staff report, evidence presented, comments made at the Public Hearing, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan and the Manatee County Land Development Code, as conditioned herein, I move to recommend ADOPTION of Manatee County Zoning Ordinance No. PDMU-13-27(Z)(P); APPROVAL of the Preliminary Site Plan with Stipulations #A-1 and A-2, B-1, C-1, D-1 through D-3, and E-1; ADOPT the Findings of Special Approval for a development:  1) adjacent to a perennial stream; 2) being placed within a portion of the CHHA (Coastal High Hazard Area); and 3) within an “Entranceway; as recommended by staff.

Background Discussion

• Mr. Steve Bedi, Owner of the subject property (Riverwalk of Ellenton, LLC/Rejuvenex Resort on Manatee River), requests approval of a rezoning from RSF-6 (Residential Single Family, 6 dwelling units per acre) and RMF-6 (Residential Multi Family, 6 dwelling units per acre) to PDMU (Planned Development Mixed Use) and approval of a Preliminary Site Plan for Hotel containing 100 rooms for extended-stay, on 3.06 + acres. 

• The site is located southeasterly of U.S. 301 and approximately 500 feet southwest of the I-75 intersection with U.S. 301 in Ellenton, Florida.  The site has approximately 575 feet of frontage along U.S. 301.

• There are two single family homes existing on the subject property and the Neighborhood Services Department was contacted to make a determination on the loss of affordable housing stock as a result of the proposed development.

• The site will have one access to U.S. 301.

• Special  Approvals are being requested for the following:

- Adjacency to a perennial stream;
- Parcel partially located within the  CHHA Overlay District; and
- Parcel located within an entranceway.
• The project is consistent with the R/O/R Future Land Use Category;

• Staff recommends approval with stipulations.
