Background Discussion

On December 8, 2008, the Board of County Commissioners adopted Resolution R-08-295 providing for the establishment of Housing Program Internal Policies for the SHIP 2008 (1-9) and HOME 2008 (1-5).

The document established internal policies for various housing program issues which had arisen since the establishment of the program in 1994.

On July 28, 2009, the Board of County Commissioners adopted Resolution R-09-169, providing for a revision to policy SH.08.3 to allow for the inclusion of the current interest rate established for various bond programs.

On June 8, 2010, the Board of County Commissioners adopted Resolution R-10-096, providing for a revision to policy SH.08.8 and HM.08.4 to allow for extension of the approval authority to the execution of all agreements and Land Use and Deed Restriction Agreements associated with the provision of SHIP and HOME funding.

On November 13, 2012, the Board of County Commissioners adopted Resolution R-12-247, providing for the incorporation of CDBG 2012 (1-8) and HOME 2012 (1-4) into the Housing Program Internal Policies.

Based on the current market conditions and due to the need to provide efficiency in service delivery, a revision to current policy SH.08.5, HM.08.5, and CD.12.8 to increase the maximum existing mortgage lien to 200% of the current total just value as determined by Manatee County's Property Appraiser Office is needed at this time.

Adoption of the revision of this policy will provide a greater efficiency in implementation of the SHIP, HOME, and CDBG program and is in the best interest of the citizens of Manatee County.

Upon adoption of Resolution R-14-026, the revised internal policies will be incorporated in the Neighborhood Services Department, Community Development Division operating procedures.
