First Amendment to the Agreement for Correctional Healthcare Services with Armor Correctional Health Services, Inc.

Action Requested
Authorization for the County Administrator, or designee, to execute the First Amendment to the Health Services Agreement which increases the Agreement amount by $558,817.39 for a total not to exceed Agreement cost of $15,046,597.39.

Background Discussion

On September 25, 2012, the Board of County Commissioners approved an Agreement with Armor Correctional Health Services, Inc., for the provision of necessary and proper medical, psychiatric, dental, and other health care services for persons in the care, custody, and control under the County correction system.  The initial period of performance commenced October 1, 2012, and terminates September 30, 2015.  The cost of services set forth in the Agreement for three years is $14,487,780.

On August 13, 2013, the Board of County Commissioners approved an Energy Performance Services Contracting Agreement with Ameresco, Inc., providing for the installation of Energy Conservation Measures (ECM's) at the County correctional facility.  One of the ECM's replaces air handlers on the roof of each central jail housing pod, while another ECM involves installing a controlled water system.

In October 2013 Community Services Department staff were notified that, due to renovations at each individual pod, security interests would require the removal and transfer of inmates from affected pods to the Annex Facility during renovations.

Inmates in the Annex Facility would require the same provision of medical coverage as in the central jail, which creates a need for one (1) Licensed Practical Nurse to be added, serving around the clock at the Annex to perform triage and dispense medication to the inmates. 

Additional staffing is temporary; however, it is anticipated services will be needed through the calendar year of 2015 based on Property Management's ECM installation schedule. 

The anticipated cost for the additional medical staffing shall not exceed $558,817.39 (FY 2014, $259,418.72, and FY 2015, $299,398.67) and shall cease on the date the installation work is complete and the Annex Facility is no longer required to be used to house inmates. 

The County has received a credit of $333,000 in FY 14 for the finalization of FY 13 billings.   The credit will be applied to this amendment for FY 14 costs.   The FY 15 contract changes will be addressed during the budget process.
