Background Discussion

The sixth annual Battle of the Buildings competition wrapped up at the beginning of the year. The national competition included over 6,500 individual buildings and 125 teams committed to battle the scale and each other as they competed to slim their energy “waistline.”  Manatee County entered fourteen county buildings and strategically divided them into three teams, based on location, category, and operational capacity.

Energy enhancements initiated the green efforts including County-wide lighting modifications, installation of motion sensors, and solar window shades.  The momentum continued with lighting surveys, introducing thermal imagery and GIS technology for transparency and tracking purposes.  However, the Central Energy Plant (CEP) along with additional HVAC upgrades connected to an Energy Management System with internet controlled thermostats generated the monumental reduction in energy usage for the Administration and Property Assessor’s buildings.  Those buildings were teamed up with the Judicial Center and Historic Courthouse (Clerk’s office) for a Downtown District team.  The Central Library was originally included with the Downtown District group, but did not qualify due to the three month closure for renovations and retrofitting.  It should be noted that Central Library experienced a sharp reduction in energy costs as a result of their connection to the CEP.

The Environmental Protection Agency announced the winners of its sixth annual ENERGY STAR National Building Competition.  Manatee County’s Downtown District placed fourteenth, with a total energy reduction of 7.3%, preventing the release of over 7.2 metric tons per square foot of Carbon Dioxide emissions.  Individually, The County Administration Building had a total energy reduction of nearly 40%, giving a cost savings around $250,000.  The downtown Property Appraisers Office was recognized for annual reducing energy consumption by over 30%, approximating a savings of $24,438.
