Background Discussion

• This is a County Initiated Land Development Code Text Amendment. This Ordinance originates from a request by planning staff for the Board to consider the streamlining of the process to approve named streets. Historically, Manatee County was laid out on a grid system, where streets and avenues were given numbers to keep order in the layout. Titling the street with a name rather than a number was a special event to take place only after consideration and approval by the Board.

• Development in Manatee County has largely veered from the grid system. New roads tend to curve in many directions, or end in loops and cul-de-sacs. The need for deep consideration to forgo numbering in favor of naming is largely absent. It should be noted that Public Safety Department and the fire districts support the requests for street waivers, provided the names chosen meet the requirements of the LDC (i.e., no names shall be assigned or approved which duplicated existing street names either actually or phonetically).


• The addition of these naming items to the Board’s consent agenda is a time-consuming and expensive process for all involved. Given a proper set of standards written into the Land Development Code and pre-approved by the Board in advance, and a long history of Board unanimous approval over a highly non-controversial topic, these consent agenda items should no longer be necessary.

• Staff recommends approval.

• On May 9, 2019, by a vote of 6 – 0, the Planning Commission recommended approval. Mr. Rutledge was absent.
