NPDES Annual Report for Environmental Protection Agency (EPA) Compliance

Action Requested

Authorization for the Chairman to sign the National Pollutant Discharge Elimination System (NPDES) Year 1 Annual Report Form, for submission to the Florida Department of Environmental Protection (FDEP) as required by the permit.

Background Discussion

On September 16, 1997, the USEPA issued the first NPDES permit to Manatee County for its County-maintained Municipal Separate Storm Sewer System (MS4).  This original permit expired October 31, 2002.  Manatee County’s new, Cycle 3 NPDES MS4 Permit was issued on January 1, 2013, which began a new 5 year permit cycle.  This is the Year 1 report, covering the January 1, 2013, to December 31, 2013, timeframe.

  • Manatee County was the lead applicant for the NPDES Permit. The Cities of Anna Maria, Bradenton Beach, Holmes Beach, Palmetto, and the Florida Department of Transportation District 1 were included as Co-Applicants.
  • In order to achieve compliance, the County must perform activities outlined in the permit’s storm water management program and maintain certain records.
  • Costs of complying with the permit are estimated in the fiscal impact statement (Attachment 2).
  • Year 2 expenditures are estimated based on a usual 12 month reporting period.
  • Parks & Natural Resources Department staff assembled departmental data and prepared the Year 1 Annual Report using the form provided by FDEP.
