Recommend approval of “Alternative B: Combination of Roundabouts and Signals at Major Intersections” as the preferred alternative for the 15th Street East Project Development and Environmental Study.
The 15th Street East project is a high priority project of Manatee County with funding requests as a major project of the Sarasota/Manatee Metropolitan Planning Organization. The project limits are from Tallevast Road to 1st Street along the 15th Street East and 301 Boulevard alignment. The project has been funded for the project development and environmental study (PD&E) and final design. It is a pending funding request for the right-of-way and construction phases.
Florida Department of Transportation (FDOT) is nearing completion of the PD&E, and FDOT staff seeks County endorsement of the preferred alternative. Three alternatives were evaluated:
For both build alternatives, the roadway typical section is two lanes (one in each direction), center two-way left turn lane, 5 foot wide bike lanes, and 10 foot wide sidewalks/paths. Bike lanes are omitted in one section with right-of-way constraints. The section without bike lanes extends from 55th Avenue East to 51st Avenue East; this is in the vicinity of SR 70 near existing commercial development and a cemetery.

Based on analysis, coordination with Manatee County staff, and input at public meetings, FDOT staff is recommending Alternative B. Public Works staff recommends the Board support this recommendation.
