Authorize the County Administrator or his designee to execute Change Order 3 to Work Assignment 10 (Agreement 06-4395TC): SWWRF Modification for Nitrogen Removal and Digester Modifications with CH2M Hill, Tampa, FL, increasing Work Assignment 10 by $563,150.00 from $1,016,494.00 to $1,579,644.00.

This is a project at the Southwest Water Reclamation Facility to convert its conventional activated sludge treatment process to a Modified Ludzack-Ettinger (MLE) process and convert its anaerobic digesters to aerobic sludge holding tanks.
On June 15, 2012, Work Assignment 10: SWWRF Process Modification for Nitrogen Removal and Digester Modifications was executed in the amount of $869,434.00 for design, permitting, bid, construction, and construction project representative services to modify the nitrogen removal process and manage the waste residual process from anaerobic digestion to aerobic holding.
During the design phase of this project, an unanticipated need for additional aeration capacity in the aeration basins due to the new design was discovered. On January 28, 2013, Change Order 1 to Work Assignment 10 was executed providing an additional $49,314.00 for redesign to capture the additional air demand into the aeration basins.
Due to an unexpected failure of the sludge treatment digesters such that only one digester was fully functional, it became necessary to accelerate the design, bid, and construction services of the digester modification system portion of this project.
At its meeting on May 21, 2013, the Board of County Commissioners executed Change Order 2 to Work Assignment 10 providing for an additional $97,746.00 for accelerated design, bid, and construction services of the digester modification system necessitated by the failure of the sludge treatment digesters.
Change Order 3 to Work Assignment 10 provides for additional design, construction phase, and construction project representative services. Change Order 3 to Work Assignment 10 is a result of additional scope items, that were not included in previous change orders 1 and 2, required to complete the MLE Nitrogen removal project that include: design rework, rework of bid packages, electrical design changes, additional design during construction due to unforeseen conditions, additional construction phase services associated with the aeration basin modifications during design, and extended construction duration for services during construction. The total cost of the services for Work Assignment 10 are 9.8% of the estimated construction cost of $16,113,222.00 for the project. The final cost of this change order was determined and reduced by 16.8% through negotiation by staff with the consultant.
