Ordinance #14-28 - Establishment of the Southwest County Improvement District

Background Discussion
  • On October 1, 2014, Ordinance #14-28, establishing the Southwest County Improvement District (SWTIF)  inclusive of the Southwest Tax Increment Financing mechanism became effective. 
  • The SWTIF is a specially designated geographical area within the Southwest portion of Manatee County that generally encompasses the urban core.
  • The SWTIF area has traditionally lacked in new development and redevelopment and has seen little economic gains over the past 30 years.
  • Special designation of this area in the SWTIF Ordinance allows for the freezing of the tax base within the boundary in 2014.  Moving forward into 2015, fifty percent of the new tax growth within the boundary, an estimated $400,000, is available for uses that enhance public infrastructure improvements, promote economic growth, and assist with crime prevention, to name a few.
  • Significant in this endeavor is the involvement of neighborhood improvements.  A Neighborhood Improvement Program is being established to guide persons involved in this effort on how improvements can be established.
  • Today's report provides a review of the Neighborhood Improvement Program and the process to establish projects which will enhance the SWTIF area.
