Background Discussion

On October 26, 2015, the Board of County Commissioners executed Agreement 15-2020JE, Construction Management at Risk Services for Tax Collector Annex Building, with The A.D. Morgan Corporation, Tampa, Florida at a not to exceed amount of twenty thousand dollars ($20,000.00) for preconstruction services and for the development of a Guaranteed Maximum Price (GMP) and schedule for construction.

Construction Management at Risk (CM@R) services include value engineering, constructibility and life cycle cost analyses, development and maintenance of project budget and scheduling, and all other work necessary to reach final design to construct the facility within a Guaranteed Maximum Price (GMP). Pursuant to the terms and conditions of the Agreement, the Construction Manager has now submitted a Guaranteed Maximum Price of Two Million Five Hundred and Seventy Three Thousand One Hundred Thirty-Five Dollars and Seventy-Three Cents ($2,573,135.73).

The project covers approximately 2.20 acres of property on US 301 Boulevard and involves the construction of an 8,624 square foot building for the Manatee County Tax Collector which will serve as the new location for their driver test area and associated administrative services. The Construction Manager at Risk shall provide all services required to construct the new building and all site related activities including, but not limited to, stormwater retention and compensation areas, new paved parking lot, paved driver test area, landscaping and utility accommodations. In addition to providing preconstruction and construction management services, the Construction Manager at Risk shall work with the  design firm and county staff to coordinate and expedite project construction through completion and close-out.

The GMP shall constitute the guaranteed maximum price to be paid to the Construction Manager for all services rendered and all costs and expenses incurred in connection with the construction of the Project, such that Construction Manager shall constitute a Construction Manager at Risk, bearing all risk and being responsible for all costs in excess of the GMP.

As guarantee for faithful performance of the Agreement, the Construction Manager shall obtain, for the benefit of and directed to the County, a labor and material payment and performance bond satisfying the requirements of Section 255.05, Florida Statutes, guaranteeing the performance by Construction Manager of its obligations under the Agreement, including but not limited to the construction of the project and the payment of all obligations arising thereunder, including all payments to subcontractors, laborers, and material men.

On January 26, 2016 the Board of County Commissioners approved an internal loan resolution and budget amendment to fund this project in anticipation of a bond financing expected to be finalized in the next few months.
