Background Discussion
On September 25, 2012, the County approved the Master Agreement with McKim and Creed, Inc., of Clearwater, FL to provide Utility Architectural and Engineering Services. This Master Agreement was established for the purpose of retaining a Utility Engineer to provide design services as specific County projects occur through the term of the contract.

A Work Assignment was issued specific to the design requirements for a biological treatment unit at the Lake Manatee Water Treatment Plant and costs and schedule associated with the project were negotiated as set forth in the Work Assignment agreement and approved by the Board of County Commissioners on October 22, 2014.

On July 28, 2015, Change Order No. 1 to Work Assignment No. MC-07 was approved by the County to add additional engineering services for the successful project implementation and for coordination between the Water Treatment Plant Biological Treatment Unit and the UF Conversion Project. The County requested a design modification to the backwash storage pond subsequent to the 60% design submittal which required additional engineering services for piping, structural, electrical, instrumentation, and mechanical design modifications in the amount of $169,863.00 for a revised total amount of $1,839,847.00.

Change Order No. 2 to Work Assignment No. MC-07 adds additional engineering services that are needed for successful project implementation. Specifically, the County requested design modifications to the forcemain to provide additional separation to allow for greater flexibility for maintenance and repairs to the pipeline. The County also requested the design for the plant drain to be revised in accordance with new County standards to eliminate the valve vault to provide for easier maintenance. Finally, due to the nature of the existing underground utilities at the WTP site, additional underground locales were needed to minimize the potential conflicts during Construction. The services are 0.9% of the estimated construction cost of $20,300,491.00. These services were not included in the original scope of services and are needed to complete the project design.
