Authorization for the Neighborhood Services Department to contract with Wade Trim to complete a Neighborhood Action Plan for Rubonia, Florida, and adoption of Budget Resolution B-16-027, increasing funds to align revenues and expenditures for the project.

The Rubonia Community area of Manatee County has long been a priority of Manatee County.
In the 1990 and 2000 United States Census, the Rubonia area was deemed eligible for Federal Community Development Block Grant (CDBG) funding based on the area median income collected through the census process and received funded services.
Over the next 10 years active development around the area created a change to the census tract map and, as a result of increased investment in those surrounding areas coupled with a lack of direct survey response from the Rubonia area, they found themselves not eligible for federal service funds in the 2010 census.
In 2011 and 2013 the County asked the Department of Housing and Urban Development CDBG program to review the census tract eligibility for Rubonia again to no avail.
Rubonia has an active Community Association that has been meeting regularly for over 30 years. County staff attends the monthly meetings and the residents have continued to seek options to improve their area.
Recently, the Board conducted a neighborhood meeting in Rubonia, attended by over 75 residents of the 365 households listed in Rubonia, all expressing a desire for street lighting, improved roadways and ditches, sidewalks, and the reopening of the Rubonia Community Center.
Staff from several departments has been working with the current CDBG consulting firm of Wade Trim and the county federal legislative consulting firm, The Twenty-first Century Group, to seek potential options to reevaluate the area and to prepare for the 2020 census.
A process by which the Rubonia area has a fully vetted Neighborhood Action Plan, including a review of the following: demographic information, land use and zoning, environmental conditions, building conditions, neighborhood assets, public participation, and slum/blight determination, is being proposed for consideration.
Through a four-month process of connecting with residents and reviewing conditions, Wade Trim will evaluate the findings collected to determine if the area meets the State of Florida definition of a blighted area.
This effort is a step towards the inclusion of the Rubonia area in future CDBG, Consolidated Plan activities.
Budget Amendment B-16-027 would provide funding for the study ($21,500) from the Board's Reserve for Contingency.
