The John W. Barr District 10 Transportation Achievement Award was created in 1997, and recognizes, on a non-annual basis, significant and outstanding achievements by organizations concerned with transportation, including government agencies, educational institutions, consulting firms, industry, and others, that demonstrate advancements of the Transportation Engineering and Planning profession. In 1999, the District 10 Board of Directors voted to rename the award in honor of John W. Barr for his outstanding and distinguished service and contributions to transportation engineering and planning.
In 2015, this award was presented to Manatee County Advanced Traffic Management System (ATMS).
In 2011 and 2012, the Manatee County ATMS projects upgraded 231 traffic signal controllers and cabinets, created an Ethernet communications network over 114 miles of fiber optic cable, installed advanced Regional Traffic Management Center (RTMC)-based central hardware and ATMS software, and established 58 Closed Circuit Television (CCTV) traffic monitoring sites and 60 non-intrusive vehicle detector (VDS) sites. In 2014, Manatee County added a complete functional Back-up TMC to the network, this project was fully handled in-house and thereby eliminating some of the costs associated with contracting out the project. In July 2015, another new capability, development of Evacuation and Diversion Routes program for Manatee County was successfully tested and implemented.
Together, these systems and staff are able to maximize the traffic flow and capacity along the roads in Manatee County as well as respond to traffic incidents by implementing signal timing changes remotely to accommodate additional traffic.
