Section 5310 Capital and Operating Assistance Grant Applications for the Enhanced Mobility of Seniors and Individuals with Disabilities

Action Requested
Adoption of Resolution R-16-175 which authorizes the execution and submittal of capital and operating assistance grant applications to the Florida Department of Transportation (FDOT) for FY2017/18 Federal Transit Administration (FTA) Section 5310 Funding.

Background Discussion
  • The Federal Transit Administration (FTA) Section 5310 Formula Grant Program is a FTA program which provides funding to support transportation services to meet the special needs of the elderly and persons with disabilities.
  • The 5310 grants are used by Manatee County for capital and/or operational expenditures to support MCAT Paratransit (i.e. Handy Bus) services.  The FDOT serves as the "Designated Recipient" for the FTA Section 5310 Program and eligible applicants must apply to the FDOT for FTA Section 5310 program funding. 
  • The MCAT FY 2017/18 capital assistance application is a request for three (3) replacement Paratransit/Handy Bus vehicles to replace existing vehicles, at the conclusion of their useful life.  The total capital cost is $345,458, which reflects a cost sharing comprised of $276,366 in FTA funding (80%); FDOT, $34,546 (10%); and Manatee County Transit, $34,546 (10%).
  • The FY 2017/18 Section 5310 operating assistance application is a request for operational assistance funding with a total value of $500,000 to support the Paratransit/Handy Bus service provision.  The total dollar value reflects a cost sharing with FTA comprised of $250,000 (50%) and local share (50%) required to meet grant criteria.  The local funding budgeted for Paratransit operations is used for the Manatee County share of costs.  Typically, the local share is offset by in-kind eligible expenditures (i.e. Paratransit Operator salaries). 
  • The FTA operating funding awarded to Manatee County has ranged between $156,000 and $271,000, beginning with the FY 2014/15 grant award. Typically, capital funding is the FDOT funding priority.  Any operating assistance grant award will be utilized for Handy Bus operating expenses.
