Acceptance of a letter received from the City of Palmetto, Mayor Shirley Groover Bryant, regarding the role of participation of the City of Palmetto for the Lincoln Park Pool project.

Background Discussion

Manatee County Government (County), the City of Palmetto(City), and the City of Palmetto Community Redevelopment Agency (CRA) have been in discussions to determine the level of financial commitment from the City and CRA for participating with the County in the completion of the Lincoln Park Pool.

On December 3, 2019, the County Administrator received a letter from the City of Palmetto Mayor Shirley Groover Bryant detailing a decision of the CRA in reference to funding participation options by the CRA for the completion of the Lincoln Park Pool. The CRA voted unanimously to financially participate with the County at the requested level of 28% of the project or a maximum not to exceed $1.5 million on Option 1 of the pool design. Manatee County has allocated funds for 72% of the project, currently an amount of $4.175 million. Additional requests from the CRA and City included donating approximately 4 acres of Lincoln Park to the County for the Pool location. This request was included for review to the County Attorney under a request for legal services.

Finally, the City and CRA requested that Lincoln Park Pool alternatives A through E be included in the final Option 1 pool design and construction. The County has stated that the final inclusion of pool alternatives will be dictated by the amount of funds available.

The Lincoln Park Pool design schedule is on track for a delivery of 30% design submittal in January 2020.

This report is informational in nature and is intended to provide acceptance of the Letter and an update to the Board of County Commissioners and the interested public on the status of the Lincoln Park Pool funding commitments.
