Action Requested
Authorization to award a three year Agreement for Rental of Mobile Dewatering Plant to Vapor Industries, LLC, Synagro South, LLC, and Biosolids Distribution Service, LLC, for a not-to-exceed aggregate total amount of $3,000,000.00 for the Agreement term.

Authorization for the County Administrator, or designee, to execute the Agreements.

Background Discussion
The work under the Agreement is on an as-needed basis and includes the provision of all necessary labor, materials, equipment, and transportation to provide rental dewatering equipment with operators to aid in the dewatering of the alum sludge at the Manatee County Water Treatment Plant. 

On October 28, 2019, the County issued IFB No. 19-R0714099CD for Rental of Mobile Dewatering Plant. Six responsive and responsible bids were received for consideration per the attached tabulation.

Procurement and the Utilities Department recommend award to three lowest responsible bidders:
  1. Vapor Industries LLC - for Belt Filter Press with Operator;
  2. Synagro South, LLC - for Centrifuge with Operator;
  3. Biosolids Distribution Service - for Screw Press with Operator.
Award to three firms is requested so that County staff has the option to utilize any or all the three methods available (belt filter press, centrifuge, or screw press) to analyze which method will provide the most cost efficient dewatering process for the Water Treatment Plant operations. The County will utilize the data obtained from this Agreement when considering alternatives for a possible permanent dewatering system.

The Agreement presented is for an initial term of three years with two, one-year renewal options, not to exceed a total of five years.
