Action Requested

Adoption of Resolution R-19-167 approving and authorizing execution of a Federally-Funded Subaward and Grant Agreement with the State of Florida, Division of Emergency Management relating to award of grant funds from FEMA.

Background Discussion
  • The Federal Emergency Management Agency (FEMA) administers the Pre-Disaster Mitigation Grant Program (PDM) which provides funding to eligible local governments to reduce or eliminate the risk to the population and structures from future hazard events, while also reducing reliance on Federal funding in future disasters.
  • On November 27, 2018, the Board of County Commissioners adopted Resolution R-18-184, which authorized the County to submit a grant application to FEMA under the Flood Mitigation Assistance/Pre-Disaster Mitigation Grant Program on behalf of Cedar Hammock Fire Control District (CHFR).
  • CHFR plans to upgrade an existing 25kW generator to a 60kW generator as a back-up power source to fully energize Station 2.
  • Total project costs for the generator is $59,960.00, which consists of a federal share not to exceed $44,970.00 to be reimbursed by the State of Florida and a non-federal share in the amount of $14,990.00.
  • CHFR agrees to pay the non-federal local share of the project costs, plus all amounts in excess of the federal share and/or not reimbursed under grant award from FEMA.
  • CHFR further agrees to complete the generator project and to comply with all terms, conditions and requirements for the Federally-Funded Subgrant Agreement.
  • Execution of the Federally-Funded Subaward and Grant Agreement is dependent on a fully executed Interlocal Agreement with Cedar Hammock Fire Control District. (Said agreement elsewhere on this same agenda.)

Signatures on the Federally-Funded Subaward Grant Agreement are dependent on the execution of the Interlocal Agreement elsewhere on this agenda.
