2016 Yearly Community Transportation Coordination Agreements

Action Requested
Authorization for the Chairman to execute the 2016 Yearly Community Transportation Coordination (CTC) Agreements for Anna Maria Island Community Center, Centerstone of Florida, Inc., Easter Seals Southwest Florida, United Cerebral Palsy of Sarasota/Manatee, Meals on Wheels Plus of Manatee County, The Ride of Venice, and Westside Group Home, coordinated service providers working in concert with Manatee County Area Transit (MCAT) to service the elderly and persons with disabilities.

Enabling/Regulating Authority
Florida Statutes Chapter 427, Rule 41-2., Florida Administrative Code (FAC), Required by the Commission and the Local Coordinating Board approved Transportation Disadvantaged Service Plan (TDSP).

Background Discussion
The Manatee County Board of County Commissioners serve as the Community Transportation Coordinator (CTC) for Manatee County through Manatee County Area Transit (MCAT). The CTC coordinates all Paratransit transportation services, which are funded and regulated by the Florida Department of Transportation (FDOT) and the State Commission for the Transportation Disadvantaged (CTD).

Any agency or organization in the coordinated system that  requests Section 5310 grant funding from FDOT for purchasing of vehicles to provide transportation services, must enter into or renew a coordination agreement yearly with the CTC as part of the application process. These applications are submitted to FDOT by the requesting agency or organization.

These agreements are required as part of the funding process for the agencies to remain eligible for Federal funding for the purchase of vehicles. These agreements are not purchase of service agreements with Manatee County. There is no exchange of funds between these agencies and the County or trips provided by the County to the agencies. It is a required process to declare themselves a part of the coordinated transportation system in the County.
