Action Requested


Based upon the evidence presented, comments made at the public hearing, the technical support documents, the action of the Planning Commission, and finding the request to be consistent with the Community Planning Act, as codified in applicable portions of Chapter 163, Part II, Florida Statutes, and the Manatee County Comprehensive Plan, I move to Transmit Plan Amendment PA-16-10, as recommended by the Planning Commission.

Background Discussion

• The existing Port Master Plan from 2010 is being replaced in its entirety with the
 2016 Port Master Plan.

• A text amendment to the Port Sub-Element is required to change the plan year,
 update department names and update the public access objective.

• The Master Plan includes an Executive Summary and seven chapters titled:
1 Introduction,
2 Existing Conditions,
3 Market Assessment,
4 Five- and Ten- Year Maintenance and Expansion Plan,
5 Florida International Gateway and PDEZ;
6 Goals, Objectives, and Policies, and,
7 Capital Improvement Program

• Parts of the Master Plan are informational and are not required for integration into the Coastal Element of the Comprehensive Plan.

• The following chapters/sections are proposed for inclusion into the Coastal Element as the Port Master Plan:

o Chapter 1- Introduction is informational, however, it identifies the Port Manatee study area, port history and describes the Port’s development and planning history.
o Chapter 4 includes the five- and ten- year maintenance and expansion plans (FY 2015/16 – FY 2019/20 and 2021-2025).
o The Port Master Plan presents four potential scenarios in the short term (years 1-5) and long term (years 6-10) planning horizon.

Scenario 1 – Containers, Perishable and Liquid Bulk (citrus juice) 
Scenario 2 – Cruise/Ferry and Auto Imports 
Scenario 3 – Dry Bulk and Aquaculture
Scenario 4 - Energy/Petroleum

o Chapter 6 identifies the goals, objectives, and policies of the Master Plan.  The Port has identified six goals for guiding future development, including economic development, transportation efficiencies, environmental stewardship and sustainability, safety and security, intergovernmental coordination, and financial stability.

• The entire Port Master Plan (379 pages) will be included in the Technical Support Document (TSD) of the Comprehensive Plan.

• Staff recommends approval.

• On June 8, 2017, by a vote of 6 – 0, the Planning Commission recommended transmittal. Mr. Horrigan was absent.
