Action Requested

Authorization for the County Administrator or his designee to execute Change Order No. 1 to Work Assignment No. 3 pursuant to Contract 12-1032BG with URS Corporation Southern in the amount of $3,633,103.00 for a revised total amount of $4,168,198.00.

Adopt Resolution R-15-149 and Budget Amendment B-15-081 for an Interfund Loan from the Transportation Trust Fund (Fund 101) to the Highway Capital Projects Fund (Fund 304) for $4,200,000 and the Local Option 4 Cent Capital Projects Fund (Fund 319) for $4,000,000 for the advancement of funds for costs related to two 44th Avenue projects:  44th Avenue East - 30th Street East - 45th Street East project, and 44th Avenue East - 45th Street East - 44th Avenue Plaza East project in an amount not to exceed $8,200,000.

Background Discussion

On June 20, 2013, the County approved the Master Agreement with URS Corporation Southern of Tampa, FL to provide Professional Services for Transportation Engineering. This Master Agreement was established for the purpose of retaining an engineering firm to perform, on an as required basis, all of the services necessary for projects that require engineering services for design and specification, services during bidding, services during construction, record drawings, and permits for construction of various transportation projects incorporated into the Manatee County Capital Improvement Plan (CIP).

On June 4, 2015, Work Assignment (No. 3) was issued to begin the gathering of data needed for design and permitting and provide Survey / Mapping, Geotechnical, and Subsurface Utility Engineering (SUE) services needed for the project design of the proposed 44th Avenue East improvements and new bridge over the Braden River, while allowing the County time to prepare and fund the remaining amount needed to cover the entire design fees.

Change Order No. 1 to Work Assignment No. 3 adds additional data collection services and furnishes professional engineering and right-of-way acquisition services for the final design and preparation of construction plans and specifications for the project including permitting, public involvement, acquisition of property, and construction phase services to complete the design tasks required for the construction of 44th Avenue East, from 45th Street East to 44th Avenue Plaza East. This segment of 44th Avenue East includes the Braden River bridge crossing and the realignment of Morgan Johnson / Caruso Road. 

Construction of 2.5 miles of roadway improvements from 30th Street East to 44th Avenue Plaza East is to include a four lane divided roadway with sidewalks, bike lanes, street lighting, and a bridge crossing the Braden River.  These sections include four 12 foot lanes, a 22 foot median, curbs, gutters, 4 foot bike lanes, and 5 foot sidewalks in each direction.

The Board approved the transfer of $4,000,000 from the Transportation Fund (Fund 101) to the Local Option 4 Cent Capital Projects Fund (Fund 319) in January 2015 for the 44th Avenue East - 30th Street East - 45th Street East project for construction related costs.  This agenda item will adjust the prior transfer of $4,000,000 from a transfer to an interfund loan.

These projects are identified and funded through debt issuance in the Adopted FY 15-19 Capital Improvement Program (CIP). The interfund loan resolution will provide for initial bridge financing until longer term debt is issued. These project are growth related and debt payments to be made after debt issuance are planned to come from transportation impact fees.
