Background Discussion

Design services for Manatee County’s proposed Fleet/Transit Facilities are required to be secured in accordance with Florida Statute 287.055, "Consultants Competitive Negotiation Act," and applicable Federal Transit Administration ("FTA") requirements. The successful design consultant shall be responsible for the design of the facility from conceptual design alternatives/programming through final design including project plans, specifications, bid documents and contract administration services. During the construction phase, services shall include review of shop drawings, response to all Requests For Information (RFI) and change order evaluation.

A Request For Proposal ("RFP") was issued with the intent of identifying a qualified firm to provide the services described in the RFP. The RFP was advertised on Manatee County, Manatee County Chamber of Commerce and DemandStar websites, and published in the Bradenton Herald and Tempo News which resulted in thirteen (13) proposals being received.

An Evaluation Committee was formed to review the proposals and provide a recommendation to negotiate with the top ranked firm to the County Administrator.  The Evaluation Committee included:

Blair Getz, Contract Negotiator, Purchasing Division

The Evaluation Committee, on several occasions and in compliance with Sunshine Law requirements, met to review and consider the responses, to conduct oral interviews, and to deliberate and recommend the firm with whom the County should enter into negotiation. The Evaluation Committee unanimously recommended the firm of JNZ – POND, a joint venture, to provide the services required by the Request for Proposal.

JNZ-POND, a joint venture in the State of Florida, and the top ranked firm, is deemed the most qualified firm to provide design and construction administration services for the Fleet/Transit Facility. The JNZ-POND Joint Venture was created by bringing together two experienced firms, Jerry Zoller Architect/Planner AIA, PA of Bradenton and POND and Associates of Jacksonville. Jerry Zoller, Architect/Planner, brings the required architectural and planning elements to this project while POND and Associates is a full-service architecture, engineering, planning, and construction management firm who has completed many similar facilities for federal, state, and local agencies.

JNZ-POND displays a thorough understanding of the detailed, multiple disciplines, multi-tasking elements and also the deadline and budget driven focus which are all critical to meeting the grant requirements.  This team offered the most detail and demonstrated experience with local, large and federal government projects with one example being the North Fulton Maintenance and Operations Center in Alpharetta, Georgia, a 107,000 square foot facility on 35 acres at a cost of $20,100,000.

Knowledge of FTA design requirements is a top priority for this project and, as a result, JNZ-POND has engaged a nationally recognized expert in FTA design compliance to ensure that the final design and layout meets all FTA Regulations.  

JNZ-POND  brings a strong and capable team to the project with very strong local subconsultant representation and working knowledge of the County supplemented by a seasoned team of transit architecture and maintenance specialists. 

Harvard Jolly, Inc., the second ranked firm, is well respected in the State of Florida with many years of experience in their field. This firm presented an excellent and well thought out team and their oral presentation was well received by the Committee. Harvard Jolly, though it showed strength in the Project Team; did not demonstrate strong qualifications for all required disciplines.

Bentley Architects & Engineers, the third ranked firm, provided an excellent and informative oral presentation with a good mix of team members. They presented a very methodological approach to the project with specific milestones and cost controls during construction. They also presented a well laid out mechanical, electrical and plumbing approach and a strong project manager. Bentley Architects & Engineers, although qualified, did not demonstrate they had the depth and experience of knowledge on their team that was desired by Manatee County.

The County Administrator authorized the Purchasing Division to enter into negotiations with JNZ-POND of Bradenton for the Design of the Fleet/Transit Facility.   Negotiations resulted in a not-to-exceed cost of $1,265,000.00 which is deemed fair and reasonable to the County and agreeable to both parties.  The negotiated cost is approximately ten percent (10%) of the total estimated construction cost of $12,500,000.00.

The Agreement has been fully reviewed by the County Attorney's Office and is recommended for approval by the Board of County Commissioners.

The Agreement will be managed by the Property Management Department.
