Support for Manatee County to Continue Serving as Designated Recipient Status for Federal Transit Administration Section 5307/5339 Funding

Action Requested
Authorize execution of letter reaffirming that the Manatee County Board of County Commissioners wishes to continue as a Designated Recipient for FTA Section 5307/5339 Formula Funds for the Sarasota-Bradenton Urbanized Area, and authorize transmittal of a letter to this effect to the Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT).

Background Discussion
  • On February 7, 1984, Resolution R-84-22 was adopted by the Manatee County Board of County Commissioners (BCC) approving a subarea apportionment plan for distribution of Urban Mass Transportation Administration (UMTA) Section 9 fund for the Sarasota-Bradenton Urbanized Area.  The Resolution divided equally UMTA formula funding between the Manatee County BCC and the Sarasota County Transportation Authority, as the two designated recipients of UMTA capital and operating assistance funds.  In subsequent reauthorization legislation, the UMTA name was officially changed to the Federal Transit Administration (FTA) and Section 9 formula funding is now Section 5307/5339.
  • For over 30 years the Manatee County Board of County Commissioners (BCC) has been receiving funds from the FTA Section 5307 Formula Grant Program and serving as a "Designated Recipient." This designation provides eligibility and authorization to request, receive, and dispense FTA funding and to execute and administer FTA funded projects.
  • As a prerequisite for Fiscal Year 2014 Federal Transit Administration (FTA) Sections 5307 and 5339 Urbanized Area Formula Grant Funds Programs, the FTA and FDOT require letters from "publicly owned and operated" transit agencies supporting their "Designated Recipient" status.
  • Manatee County Area Transit (MCAT) staff is in the process of submitting their FY2014 apportionment applications for capital and operating assistance grant funds for FTA Section 5307 and 5339 Formula Grant Programs and recommends selection of the Manatee County Board of County Commissioners (BCC) as "Designated Recipient" in order to maintain eligibility to apply for, receive, and disburse FTA funding.
