Background Discussion

Manatee County owns and operates three water reclamation facilities and a wastewater collection system.

The collection system is comprised of approximately 1,000 miles of gravity sewer collection pipeline, 600 lift stations, and 400 miles of force main pipelines ranging from 1 to 48 inches in diameter.

The County recognizes a need to more proactively manage and maintain the wastewater collection system.

Fats, Oils, and Greases (FOG) in wastewater discharged to the collection system cause problems when the FOG coalesces or hardens inside pipelines, and constricts or completely stops the wastewater flow through the pipelines.

These decreases in conveyance capacity can lead to sanitary sewer overflows (SSOs) and require more frequent cleaning of gravity sewers, force mains, and lift stations.

Trapped grease in the sanitary sewers can also cause nuisance odors.

Finally, the FOG that reaches the water reclamation facilities can clog and/or damage the treatment processes and equipment as well as adversely affect the quality of the final effluent.

Ordinance No. 16-12 has been prepared to include FOG program components, including requirements for haulers and Food Service Facilities (FSFs).

The ordinance incorporates the County’s proposed FOG program components into the sewer use/pretreatment ordinance.

Utilities will permit waste haulers and monitor FSF’s compliance with grease interceptor/trap maintenance requirements through the existing hauled waste program.

Adoption of Ordinance No. 16-12 will result in:

  • Reduced blockages, thereby minimizing the risk of SSOs associated with FOG, as well as the potential for enforcement by FDEP (including consent orders to regulate FSFs).
  • Reduced collection system and treatment plant maintenance, thereby reducing operating costs
  • Reduced odors and nuisance complaints
  • Increased protection of receiving waters and the environment

A work session was held with the Board of County Commissioners on March 15, 2016.
