Background Discussion

The Public Works Department, Field Maintenance Division, is requesting funds in the amount of $99,653 for the purchase of five, high volume sandbagging machines to augment Stormwater contingency operations. Currently, all sandbagging operations are completed by hand. Our after-action review of sandbagging operations during last year’s Hurricane IRMA preparations identified it took five days, over 100 staff members, and countless numbers of citizens and volunteers to produce 150,000 sandbags.

These machines will mechanize the process, enabling each machine to produce approximately 700 - 50 lb. sandbags per hour with a team of five staff members. Collectively, these five machines offer the capability for staff to produce 42,000 - 50 lb. sandbags per 12-hour day with only 25 staff members.

Benefits of converting to mechanized sandbagging operations are:

  • Increased production capabilities
  • Reduction in staff labor effort
  • Faster, more efficient distribution to citizens & reduction in site traffic congestion
  • Significant reduction in staff fatigue and potential injury
  • Ability to rotate staff enabling personal home and family preparedness prior to an event

Field Maintenance Division staff has researched various types of sandbagging machines and has concluded the high volume – Burcham Bagger machine is the machine of choice due to its ease of operation, mobility, production capability, and compact storage when not in use.

Included with the purchase of the five machines is a provisioning package which includes consumables and spare parts to enable swift repair of a machine upon a component failure. In addition, three storage containers are requested for off season storage of the machines, spare parts, and unfilled sandbags to ensure swift mobilization when required.

Budget Amendment B-18-058 appropriates $102,000 for the purchase of the sandbagging machines and related costs from Reserves in the Transportation Fund from set-aside funds.
