Action Requested

Authorize the County Administrator or designee to execute Contract Change Order No. 3 to Guaranteed Maximum Price Addendum to Agreement 16-2572CD, Construction Management at Risk Services for Manatee County Health Department Medical Examiner’s Office Building with Jon. F Swift, Inc. of Sarasota, Florida adding 102 days to the contract time, for a revised project time of 312 days.

Background Discussion

Contract Change Order No. 3 to Guaranteed Maximum Price Addendum to Agreement 16-2572CD adds contract days to allow for circumstances including Hurricane Irma, additional demolition by County forces, unforeseen hidden conditions, and damaged components in the existing building. The additional days requested allow the Construction Manager time to complete the project. The new completion date is June 21, 2018. This change does not increase the project cost.

Procurement History

On October 11, 2016, the Board of County Commissioners approved Agreement 16-2572CD with Jon F. Swift, Inc. to provide Construction Management at Risk Services for the Manatee County Health Department Medical Examiner’s Office Building in the not to exceed Preconstruction Services fee of $18,464.00.

On July 25, 2017, the Board of County Commissioners approved the Guaranteed Maximum Price (GMP) Addendum to Agreement 16-2572CD, in the not to exceed amount of $2,499,198.00.

On October 19, 2017, the County approved Contract Change Order No. 1 for an Owner Direct Purchase of an aluminum canopy, hollow metal doors, frames & hardware, air conditioning equipment, a walk-in cooler and a vertical lift which deducted $233,088.94 for a revised not to exceed amount of $2,266,109.06.

On November 30, 2017, the County approved Contract Change Order No. 2 for an Owner Direct Purchase of Sesco light fixtures, Eaton gear, and conduit and wire which deducted $216,848.89 for a revised not to exceed amount of $2,049,260.17.

This Contract Change Order No. 3 to the Guaranteed Maximum Price Addendum adds contract days to allow for unforeseen circumstances, extending the completion time for an additional 210 days through June 21, 2018.
