CARES Act Funding for Nonprofits FAQs

Nonprofits and other community organizations (such as medical, mental health and substance abuse providers) are eligible for CARES Act funding.

Who can apply for funding through the Community Health and Wellbeing program?

This funding is available to nonprofit organizations that meet specific requirements of the Manatee CARES Community Health and Wellbeing Category and the Economic Recovery for Residents Category.

What are the nonprofit eligibility requirements?

  • Nonprofit must be operating and registered with the State of Florida as a 501(c)(3) or 501(c)(6)
  • Nonprofit must have an office physically located in Manatee County or adjacent county
  • Proposed program must serve Manatee County residents
  • Proposed program must be related to impacts of the COVID-19 pandemic
  • If a nonprofit has received SBA Economic Injury Disaster Loan (EIDL) or Paycheck Protection Program (PPP) or any other source of CARES funds, they must disclose how much was allocated to them and what the funds were expended on. 
  • Nonprofits who have received a CARES Act grant previously for food distribution are the only applicants eligible to apply for funding in Program 2 of Round 4.
  • NOTE: Nonprofits that are home based are eligible this round. 

What documentation is required to apply for funding?

  • Completed application form
  • Completed IRS form W-9 in PDF
  • Proof of 501(c)(3) or 501(c)(6) status in PDF
  • Proof of the nonprofit’s location in Manatee County or an adjacent county from their respective County's Property Appraiser's Website

How much funding will I receive? What can I use these funds to pay for?

Nonprofits will only be eligible for expenses incurred from December 1, 2020, through April  30, 2021.

Program One can be used to recover from the COVID-19 pandemic by providing a grant in increments of $1,000 up to $5,000 for Personal Protective Equipment (PPE)/Safe reopening items.

  • Face Masks
  • Respirators
  • Gloves
  • Face Shields
  • Eye Protection
  • Gowns
  • Temperature Scanning Devices
  • Hand Sanitizer with alcohol content greater than 60%
  • Soap, automatic faucets, automatic soap dispensers, paper towels and paper towel equipment (to include installation)
  • Disinfecting Equipment, Products and Supplies
  • Disinfecting/Cleaning Services
  • Plexiglass Partitions (to include installation)
No repayment is required. Funds can only be used for the items listed above. Nonprofit must sign an attestation stating such on the application.

NOTE: Agencies are eligible for this funding, even if they have previously received it.

Program Two can be used by nonprofits that have received CARES Act funds in prior rounds of grant applications from Manatee County to expand an existing food distribution program to reach the residents of Manatee County. Only food distribution related items listed below will be considered in this category. The funding level for Program Two will be at the discretion of the County and based on availability of funds and community need.

  • Food
  • Accompanying disposable products to allow for food distribution (examples are plastic silverware, Styrofoam containers, plastic or paper bags, storage bags, napkins and paper and cardboard boxes) 
  • The purchase of a refrigerator and/or a freezer; up to 2 units in the maximum amount of $1,500 per unit. (Note: must be paid for and received by April 30, 2021)
Nonprofits will only be eligible for program expenses incurred from December 1, 2020, through April 30, 2021.

 

What is the timeline to apply?

The application window for Round Four of Manatee CARES Act funding is closed. 

 

How do I apply?

Applications are submitted through Neighborly. 

 

What is the approval process?

Manatee County Government staff will review the application and documents for eligibility, completeness and accuracy. Applicants will be notified by email if their application has been approved or denied.

How do I find out the status of my application?

You may check the status of your application by emailing CommunityCARES@mymanatee.org. Please note that Neighborly portal may not accurately reflect approvals and denials. 

My nonprofit is in Sarasota County, but services may be provided in Manatee County? Am I eligible to apply?

Yes. This application round allows for non-profit organizations that are based in adjacent counties who provide services to Manatee County residents to apply.

Will nonprofits that operate out of co-workspaces be eligible?

Yes. They will need to provide documentation that they operate in Manatee County or an adjacent county (as long as they serve Manatee County residents).

Can two or multiple nonprofits partner together for this round of funding?

Yes, collaboration of nonprofits will be considered for funding.

How many organizations will receive funding?

Manatee County is providing assistance to as many Nonprofits with eligible purchases or services as funding will allow. We anticipate a maximum of 500 applications will be funded.

Who provides the payment, and how long will it take?

Approved applicants will enter into a funding agreement with Manatee County. Supporting documentation will be required from the funding recipient in order to be processed for direct payment via check through the mail to the recipient from Manatee County Clerk of Circuit Court.

Will organizations that provide food distribution for the citizens of Manatee County be eligible for this round of funding if they are not a 501c3 corporation?

No. You must be a 501(c)3 or 501(c)6 nonprofit with a physical location in Manatee County or an adjacent county. 

Where is this money coming from?

The funds for this program are part of Manatee County’s Federal CARES Act funding.

When does the money have to be spent?

The money must be spent by April 30, 2021.

Can I be reimbursed for PPE I purchased previously?

No. There is no reimbursement for monies spent prior to December 1, 2020.

Can an application be used to apply for a $5,000 grant for PPE Program #1 and funds in Program #2

Yes. There will be different sections of the application to address the different categories.

Would services for education and translation purposes related to contact tracing be included in this round of funding?

No.

Is there a requirement that the nonprofit organization continue their operations for a specified period?

No. Funding agreements will specify the services/purchases that must be delivered in Manatee County, along with timeframes.

Can religious or faith-based organizations operating out of a church apply?

Yes, if the organization is a 501(c)3 or 501(c)6 and meets all eligibility requirements.

Will there be future rounds of funding?

The guidelines for any possible future funding have not been decided yet, so interested applicants should monitor the mymanatee.org/manateecares website for details.
