Health Care Services

The Health Care Services Section of the Neighborhood Services Department provides oversight and monitoring to safety-net health services and programs provided to low-income (< 200%) and uninsured residents of Manatee County. County assistance is provided to partnering agencies and community medical providers to provide access to medically necessary health care services to qualified individuals. Through community partnerships, county-funded services and state/federal match programs, Manatee County aims to provide increased access to affordable, high-quality medical and behavioral health services to those unable to purchase health insurance.

The Health Care Services Section provides access to safety-net health care services through the following:
  • Participation in Florida’s Low Income Pool (LIP) for uncompensated care provided at hospitals, FQHCs, and behavioral health centers
  • Manatee County Indigent Health Care Plan
  • Agreements with area health provider agencies
  • Partnerships with area community health providers and clinics
  • Manatee County Health Department

Health Care Services Team

Joshua T. Barnett, MHS, MA, ICCDP-Diplomate, Manager
Manages and coordinates health care delivery programs and provides policy and gap analyses and service development. Originally from South Florida, Joshua relocated from Delaware after serving as a Consultant to a Settlement Agreement under the leadership of the U.S. DOJ-appointed Court Monitor and the State of Delaware’s Department of Health and Social Services’ Division of Substance Abuse and Mental Health. Joshua has 15 years of cumulative experience within public health, primarily in non-profit and government administration of public primary care, substance use and mental health services with a focus on integrating physical health and behavioral health services, public health policy and person-centered treatment informed by epidemiology and social-determinants of health. Barnett is a Ph.D. Candidate in Behavioral and Community Sciences at the University of South Florida and earned his Master of Health Sciences degree from the Johns Hopkins University’s Bloomberg School of Public Health.

Pascale D. Edouard, MPH, Programs Manager
Manages County-funded programs that address the needs of low-income residents and those with mental health needs. She also oversees the development of the pilot Patient Health Care Advocate Program. She was previously employed with the Florida Department of Health in Sarasota County and subsequently in Manatee County for a combined six years. Edouard has 10 years of experience in community organizing for the improved health of populations in under-served communities. She has worked with disenfranchised communities in Tallahassee and Sarasota to improve health outcomes. Edouard is a DrPH Candidate in the School of Public Health at the University of South Florida and earned her Master of Public Health degree from the Florida Agricultural and Mechanical University.

Stephanie Seiffert, MPH, Patient Health Care Coordinator
Develops and manages the pilot Patient Health Care Advocate Program. Seiffert brings a unique combination of skills in program development with 25 years in the paramedicine profession and approximately five years of program development and implementation of evidence-based injury prevention programs. She has provided patient care in urban community centers for economically disadvantaged/under-insured populations with unmanaged chronic health conditions, gaps in care coordination, low-health literacy and preventable hospital admissions. Seiffert earned her Master of Public Health degree from Drexel University’s Dornsife School of Public Health in Philadelphia, Pennsylvania.
