Program Information

The purpose of the Safety First Small Business Grant Program is to provide assistance to small businesses that were severely impacted by the Governor’s Executive Orders (Safer at Home Act). The Recover Manatee Safety First Small Business Grant Program – ROUND 2 is available to an expanded number of businesses that meet the revised eligibility requirements and will allow Manatee County businesses to 1) re-open and operate safely and 2) recover from the losses brought on by the COVID-19 pandemic.

If you applied for Round 1 and did not qualify, you may qualify for Round 2. In fact, we encourage that you review your application for Round 1 and reapply.

If you applied for Round 1 and were awarded funds to safely re-open, and need additional help to cover your business losses, we encourage you to apply again. You may NOT reuse your application for Round 1, so please start a new application. Your request will focus on assistance with your documented business losses.

For companies with multiple locations, no more than 2 locations may be approved. Each location will need its own separate and distinct application.

WHAT BUSINESSES ARE ELIGIBLE?

Round 2 will be open to ALL industry sectors that are an active, private for-profit business; have documented losses due to COVID-19; be located in Manatee County; and have 500 employees or less. In this round, home-based and mobile businesses as well as those that have received EIDL and/or PPP are eligible.

WHAT ARE THE TWO LEVELS OF GRANT FUNDING?

Round 2 will have two funding levels with a not to exceed $50,000 maximum grant:

The first $5,000 is to be used to help the business re-open and remain open safely. These grants will support continuity of business operations by ensuring businesses can reopen and ensure the safety of their employees and customers by adhering to CDC recommended guidelines.

An additional amount up to $45,000 may be applied for in order to reimburse documented businesses losses incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19).

WHAT ARE THE REQUIREMENTS TO BE ELIGIBLE TO APPLY FOR THE GRANT?

Businesses that meet the following criteria are eligible to apply: 

  • Has recorded losses related to the Governor’s Safer at Home Order
  • 500 employees or less (documented using IRS Form 941 (943, 944), OR Partnership Return, OR Sole Proprietor Statement)
  • Located in Manatee County (all municipalities are included)
  • Be an active, private, for profit business and provide proof of business operations
  • Registered with the State of Florida, OR can provide DOR filing, OR can provide IRS Form 941 (943, 944), IRS Form W3, IRS Form 1120, IRS Form 1065, IRS Form 1040, Sole Proprietor Statement, Sunbiz filings, OR professional license

WHAT DOCUMENTATION WILL I BE ASKED TO PROVIDE?

During the application process, you will be required to upload the following to the online portal: 

  • Documentation of 500 employees or less (IRS Form 941, OR IRS Form 944, OR IRS Form 943, OR Partnership Return, OR Sole Proprietor Statement) 
  • Proof of Active Business Status (Sole Proprietor Statement, or IRS Forms 941, W3, or 1120, 1065, 1040, Florida Business registration, Sunbiz documents) (If sole proprietor statement - save to your computer and fill out/sign)
  • Affidavits of Business Loss 
    • Affidavit of business loss  - For first $5,000 grant

    • Affidavit of Significant Business Loss - Up to $45,000

  • Completed IRS W9 Form (Oct 2018)
  • Applicant Photo ID of Business Owner/Authorized Applicant (only one is needed – no substitutions)
    • Driver’s license
    • State ID
    • U.S. Passport
    • Alien Card
    • Military ID

 

You will be required to provide the Parcel ID for your business. Search the address on our Resident Information Tool and the parcel ID number will be listed in the first box under the address.
