Background Discussion

The State of Florida Public Transportation Block Grant program requires public transit service providers to develop, adopt, and annually update a Ten-Year Transit Development Plan (TDP) in order to be eligible for and receive grant funds. Every five years, a comprehensive "major" update is required. Each TDP update must be submitted to the Florida Department of Transportation (FDOT) District Office by September 1.

The TDP is the transit operator's planning, development, and operational guidance document. The Block Grant Program requires TDPs to address certain elements present in the major update. These include: a review of relevant planning and policy documents, documentation of study area conditions and demographic characteristics, profile current transit services, develop a financial plan, ridership forecasts, potential service improvement projects, and the incorporation of public input through public involvement efforts. The TDP provides the transit operator with priorities for service enhancement and future growth.

Manatee Connect, the TDP for Manatee County, fulfills State requirements for a comprehensive "major" TDP update. The study provides an analysis of the current transit system and provides direction for possible future growth, based upon a 25-Year Vision Plan, a review of relevant plans, and a very aggressive public involvement process. The public involvement process for the TDP update included: a charrette, three public open house workshops, and an on-board survey.
