Background Discussion

In 2010, an RFP process resulted in the selection of a new vendor to operate concessions at county beaches on Anna Maria Island.  The new concession agreement was anticipated to generate increased revenue for the county.  Staff recommended that the additional revenue be used to benefit Anna Maria Island.

In the FY 2015 Budget, the County Administrator recommended that a portion of the concession revenue be used to establish a grant program that would allow Island Municipalities to collectively apply for funding for projects that would provide Islandwide benefit.  Proposed criteria that would be used to evaluate applications are listed below.

It has been suggested that the first such project could be the engagement of the Urban Land Institute to conduct an evaluation of the island communities, at an estimated cost of $125,000 plus expenses.  If we are to fund a study of this nature, we think that it is important that all municipalities have some financial ownership of the study and the recommendations.   Therefore, one of the evaluation criteria requires a match from the municipalities, with no requirement for the specific amount or percentage of match.

It is recommended that up to 50% of the increase generated from concession revenue be provided to the grant program and that funds be distributed over a period of several years. 

Proposed criteria:

  • Requests will be for one time projects.
  • Each request should identify the amount of local match that the cities will provide for the grant.
  • Projects should benefit the entire island.
  • Grants should not supplant funding that had traditionally been provided by cities.
  • Requests will be approved by all three cities.
  • The county reserves the right to fund beach improvement projects from this funding source.
  • The County Commission can end the grant program at any time.
