Action Requested
  1. Execute and record Final Subdivision Plat;
  2. Accept, execute, and record Consent To Ratification of Subdivision Plat and All Dedications and Reservations Thereon from Harrison Ranch Community Development District;
  3. Record Supplemental Declaration No. IIA4 & IIA5 To Declaration of Covenants, Conditions and Restrictions for Harrison Ranch Subdivision;
  4. Record Supplemental Declaration No. 2 To Declaration of Covenants, Conditions and Restrictions for The Villas of Harrison Ranch Homeowners Association;
  5. Authorize the County Administrator to accept, execute, and record, as one document, Required Improvements Agreement for Harrison Ranch Ph IIA-4 - Earthwork & Grading, Sewer, Watermain, Reclaimed Main, Street Construction, Drainage System - from Pulte Home Corporation, to include attached Surety Rider to Bond No. 1023726 increasing the amount to $689,878.80;  
  6. Authorize the County Administrator to accept, execute, and record, as one document, Required Improvements Agreement and Temporary Construction Easement for Private Improvements for Harrison Ranch Ph IIA-4 - Clearing & Earthwork, Street Construction, Drainage System - from Pulte Home Corporation, to include attached Surety Rider to Bond No. 1023724 decreasing the amount to $1,444,690.00.;
  7. Authorize the County Administrator to accept, execute, and record, as one document, Required Improvements Agreement for Harrison Ranch Ph IIA-5 - Sewer, Watermain, Reclaimed Main - from Pulte Home Corporation, to include attached Surety Rider to Bond No. 1023727 increasing the amount to $319,692.75;
  8. Authorize the County Administrator to accept, execute, and record, as one document, Required Improvements Agreement and Temporary Construction Easement for Private Improvements for Harrison Ranch Ph IIA-5 - Clearing & Earthwork, Street Construction, Drainage System - from Pulte Home Corporation, to include attached Surety Rider to Bond No. 1023725 increasing the amount to 1,222,081.95.


Enabling/Regulating Authority
  • MANATEE COUNTY LAND DEVELOPMENT CODE, ORDINANCE 15-17, AS AMENDED;
  • MANATEE COUNTY COMPREHENSIVE PLAN, FUTURE LAND USE ELEMENT GOAL 2.4, ADEQUATE & AVAILABLE PUBLIC FACILITIES CONCURRENT WITH NEW DEVELOPMENT.  The project has been approved for a Certificate of Level of Service for Potable Water, Solid Waste, Sanitary Sewer, Transit, Drainage, Traffic, and Fire Protection, Objective 2.4.1, Concurrency, CLOS # to be issued upon Plat Approval.


Background Discussion
  • The final plat is for a private, single-family subdivision with 69 lots.
  • The potable water and wastewater infrastructure facilities within this private road subdivision will be publicly owned and maintained by Manatee County. The applicant has elected to plat the subdivision prior to its construction; as a result, the applicant has provided a performance bond for platting purposes for all future private and public infrastructure improvements. As part of the proposed public utilities within this private street subdivision, there are required Agreements for Subdivision Improvements along with a Bill of Sale to Manatee County for utility infrastructure improvements; these documents shall be executed and recorded.
  • Upon completion of this subdivision and issuance of a Certificate of Completion for the subdivision by Manatee County, the performance bond will be released and replaced with a defect security bond.  At the same time, the applicant shall execute the required agreement(s) and a Bill of Sale and submit both to Manatee County for execution and acceptance.
  • All common areas, including the roads, will be maintained by either the Harrison Ranch Community Development District or the Villas at Harrison Ranch Homeowners Association, Inc.
