Authorize the County Administrator or his designee to execute Change Order 1 to Agreement 15-2513OV, Robinson Preserve Expansion Phase II Restoration Project with E.T. MacKenzie of Florida, Inc., Bradenton, FL, increasing the contract sum by $193,551.40 from $3,976,972.67 to $4,170,524.07 and adding an additional 120 calendar days to the construction schedule.
Manatee County Code of Laws
On November 17, 2015, the Board of County Commissioners executed Agreement 15-2513OV with E.T. MacKenzie, Inc., in the amount of $3,976,972.67 based on a completion time of 300 calendar days for the Robinson Preserve Expansion Phase II Restoration Project.
Change Order #1 provides for the construction of Bridges 5 and 6 which will complete the final and essential components of the trail system constructed under the current agreement. The connectivity of the trail system is critical to receiving grant reimbursement of $400,000 from the Florida Recreational Trails Program.
It was initially anticipated at the start of the Phase II project that the Phase II-B Permitting would be accomplished before the trail grant completion date. The Phase II-B Permitting included Bridges 5 and 6. Unfortunately, the permitting is not complete as it is being delayed by the USACE (Army Corp of Engineers) for additional information concerning seagrass compensatory mitigation.
In order to accommodate the requirement of the Florida Recreational Trails Program Grant, which will expire October 31, 2016, E. T. MacKenzie worked with the County in making revisions to the design of the project to allow for the incorporation of the last two bridges to be installed without the Phase II-B Permitting.
Bridges 5 and 6 shall be completed by October 1, 2016, which will enable Natural Resources to bill all construction services and supplies under the grant deadline of October 31, 2016.
The revised construction schedule is January 31, 2017.
