Authorization to Write Off Uncollectible Checks

Authorization for the Financial Management Department to write off an uncollectible impact fee debt in the amount of $2,000.
The Clerk of the Circuit Court requests that County departments submit uncollectible items to the Board for write off. The Impact Fee Administration Division receives returned item notifications related to the payment of Law Enforcement, Library, Parks, Public Safety, and Transportation impact fees. Impact Fee Administration staff then contacts the parties responsible for paying these fees and attempts to collect all monies due the County.
Nancy M. Armstrong paid the impact fees on a new mobile home with a check for $5,576 that was later returned. Since the initial returned item, Ms. Armstrong has paid more than half of the amount due to the County, including a 5% NSF service charge. However, in spite of periodic contact with Ms. Armstrong, she has failed to pay the $2,000 remaining on her bad debt.
Staff will continue to pursue payment of this debt, including if necessary turning it over to either the State Attorney's Office or a private collection agency. At this time, however, staff is requesting that the amount of debt reamining be written off.
